Brookfield Development & Zoning Projects

Each project must have a formal application submitted to the Village. Staff reviews the application for compliance and begins assessing the request. A case number is assigned and the case is scheduled as a meeting agenda item. Staff does any necessary research and writes a report summarizing the request and facts of the case. 

The Planning and Zoning Commission (PZC) review the request, typically during a public hearing meeting. The PZC can vote to continue the case to their next meeting, or make a recommendation that is forwarded on to the Village Board of Trustees. The Board of Trustees review and discuss the case at their Committee of the Whole Meeting. Trustees vote on the case at their next meeting. 

Once the Board of Trustees approves something, it is legally written into law through an ordinance. Before any construction work begins, any necessary building permits must be obtained.

Special Use Approval for Commercial Vehicle Repair

The applicant, MIT Freight Inc. is a trucking logistics company, applying for approval of a land use categorized as Commercial Vehicle Repair and Maintenance. MIT “intends to use the property primarily to provide truck repair and maintenance services to its fleet of trucks, as well as printing signage used by commercial trucking companies and independent drivers.

Staff has submitted a request for zoning text amendment to review, discuss, and amend regulations for massage establishments.  Several public nuisance events have occurred in the C1 zoning district, and a review is recommended to determine if this is an appropriate land use within the C1 corridor and other commercial areas within the Village.

Requesting approval for a special use of a food pantry at 9030 Brookfield Avenue. Applicant will continue their current hours of operation which are Tuesdays 7-9pm and Saturdays 10am-noon. Staff has determined that they require 5 parking spaces which can be accommodated with the angled parking along the BNSF/Metra rail. 

 

Vehicle/Bicycle Parking Credit Zoning Text Amendment

Staff has submitted a request for zoning text amendment to review, discuss, and amend parking regulations after different members of the community have expressed concern about the vehicle reduction allowed. The current regulation allows a reduction of one vehicle parking space for every six long-term bicycle parking spaces provided, however, there is not a limit to the number of vehicle parking credits a development can receive. 

 

Sign Variance for Brennan Massage & Spa

The applicant is requesting a variance from sign regulations to allow a larger size (12.5 square feet) than permitted in this zoning district for projecting signs (7 square feet). The single-family home structure that has been converted to commercial use creates unique challenges for signage for the business. 

 

8845 Burlington Apartments

Request: Variance to allow a hybrid building type of Row & general style

Public Hearing Date: May 20, 2021 and June 24, 2021

Variance request to permit a hybrid building type of row and general (when row type is required). Outside of the variance request, the project proposal is to demolish the existing multi-unit residential building and construct a new 14-unit apartment building using modular construction (Homeaway Commercial). The building will include 1 and 2-bedroom units, long-term bicycle storage space, and 13 vehicle parking spaces will be provided on-site. The applicant is now applying for required Cook County and Brookfield building and construction permits.

 

3727 Sunnyside Apartments

Request: Variance to reduce front build-to zone and parking requirement
Zoning District: SA 5-Residential Mix

The applicant requests two variations from the Village Code in order to construct a three story, 9-unit apartment building on the property with 10 vehicle parking spaces. The requested variations are to reduce the minimum primary build-to-zone coverage from 80% to 53% for better visual access coming out of the alley, and to locate 2 parking spaces in the side yard.

 

Cannabis Zoning Text Amendment

Request: Adopt recreational cannabis regulations

As a result of Illinois legalizing the possession and use of cannabis for residents of 21 years of age, Brookfield is choosing to “opt in” to allow recreational cannabis and design regulations for it. The request is for cannabis dispensaries to be allowed through a special use permit in the SA1, SA3, C1, C3, c4, and I1 zoning districts. 

 

Linda Sokol Francis Brookfield Public Library

Request: Final Planned Development
Zoning District: A1- Single Family Residential 
Public Hearing Date: August 22, 2019
Approval Date: October 28th, 2019

The proposed development will include a two-story, 21,380 square foot library and a parking lot with public space. This planned development includes a request to: 1) allow a library in the A1 zoning district; 2)reduce the corner and side yard setback; 3) locate parking lot across the street from the principal building; and 4) increase the allowable sign size for the directional sign in the parking lot. 

 

Sign Code Text Amendment

Applicant: Village of Brookfield
Request: Update sign regulations village-wide
Public Hearing Date: July 25, 2019 and August 22, 2019
Approval Date: October 28th, 2019

An update and revision of the sign ordinance was identified in the Comprehensive Plan as a modernization effort. The amendment process began in February 2019 with a review of the existing conditions of signs in the Village.

 

3704 Grand Apartments

Request: Variance to allow reduction is front and side setback and additional semi-pervious lot coverage
Zoning District: SA- General Mix
Public Hearing Date: October 25, 2018 and November 15, 2018
Approval Date: December 10th, 2018

The applicant is seeking approval of zoning variations to reduce the front and side setbacks from 5 feet to zero. Additionally, the applicant requests an increase in allowable semi-pervious lot coverage of 20%. Outside of the variance request, the project proposal is to demolish the existing commercial building and construct a new mixed-use building with  commercial on the ground floor and 17 apartment units on the second and third floors.
