The Village of Brookfield Economic Development Team is dedicated to your business success. We work closely with developers to ensure a smooth zoning review process, prompt building inspections, and timely resolution to issues. The team also provides complimentary consultations with smaller businesses that are developing business location plans and that seek informal advice on zoning and building permit issues.
Keith Sbiral, AICP – Village Manager
As Village Manager, one of Mr. Sbiral’s first initiatives was to establish a new Department of Community & Economic Development and prioritize economic development initiatives. Prior to becoming the Village Manager, Mr. Sbiral led a complete restructuring of all Information Services within the Village including implementing GIS, a new Village ERP system, web services, new website development, police records management servers, and VoIP phone and networking systems. He also coordinated the adoption of the Village’s first two TIF Districts.
Keith earned his M.S. in Urban and Regional Planning with emphases in economic development and land use planning from the University of Iowa in May of 2001. He is a member of the International City/County Management Association, the American Institute of Certified Planners, and the American Planning Association (APA).
Nick Greifer – Director of Community & Economic Development
As Director of Community & Economic Development, Mr. Greifer works in tandem with the Village Manager to promote economic growth in the Village. In practice, this involves (a) ensuring good customer service on building and zoning reviews, (b) creating incentives to developers to locate in the Village, and (c) engaging closely with existing businesses to identify and remove barriers to economic growth (parking, licensing issues, etc.). He is also working to enhance the visibility of the community and to partner with key stakeholders such as the Brookfield Zoo, the Brookfield Chamber of Commerce and West Suburban Chamber of Commerce. Prior to joining the Village Economic Development team, he was a Vice President with Kane, McKenna and Associates.
Mr. Greifer is a graduate of the University of Michigan School of Public Policy.
Emily A. Egan, AICP – Village Planner
Ms. Egan leads the Village in the development of long-range plans, as well as the day-to-day zoning reviews. In both instances, she is dedicated to the implementation of best practices in urban planning – including sustainable land-use planning practices such as storm water mitigation, transit-oriented development, bike and pedestrian planning and infill development. Her role also includes development of a modern Comprehensive Plan in collaboration with the Chicago Metropolitan Agency for Planning as well as a new “form-based” zoning code pertaining to the three business districts surrounding the three Metra stations in Brookfield.
Ms. Egan holds a Masters of Urban Planning and Policy degree from the University of Illinois at Chicago (UIC) and is a member of Women in Planning and Development and American Planning Association.
Scott Bernacki – Permit Services Coordinator
As Permit Serves Coordinator, Mr. Bernacki is the first contact in the permit review process. He quarterbacks all the steps and assembles staff resources such as internal inspectors, external inspectors and specialized reviews to achieve a fast turn-around on building permit reviews and inspections, as well as re-inspections.
Mr. Bernacki holds a Bachelor of Science in Architecture from UIC.
Paul Trudeau – Chief Building Inspector
Mr. Trudeau conducts all building inspections and plan reviews, and issues certificates of occupancy prior to all business openings. He brings a wealth of experience from a lengthy background in commercial and residential construction. He graduated from the Building & Fire Code Academy’s Career Development Certificate Program.
Mr. Trudeau attended West Point and is a graduate of Lake Forest College.
